Professor Clifford Stott Ph.D.
The world’s premier expert in crowd policing was hired in December 2020, by Seattle’s Office of Inspector General to help study the early days of the George Floyd/BLM protests. His opinions were unfavorable to the SPD and include:
- Failure of SPD to attempt to de-escalate;
- Command mischaracterization of a largely peaceful protest as a “riot”;
- Overly speedy use of force;
- Indiscriminate use of force which impacted peaceful protesters;
- Aggressive police tactics which contributed to the creation of crowd violence.
Regarding the fourth day of protests, he concluded: “…I’ve never seen that level of intensity of use of munitions in as confined a geographical location in any other democratic state.”
The Defendant City has objected to Professor Stott being called as a witness by the Plaintiffs at trial which is set to begin in May 2024. Because Professor Stott was hired with taxpayer funds to help the government investigate its response to the protests, the Plaintiffs have brought this motion so that he can testify.
